Overview
- The decree covers internet service providers and digital services operating in or targeting UAE users, including websites, apps, social media, gaming, streaming and e-commerce.
- A Child Digital Safety Council chaired by the Minister of Family will coordinate policy and oversee a risk-based system for categorizing platforms.
- Platforms are prohibited from collecting, processing, publishing or sharing personal data of children under 13 except under defined conditions, with exemptions for educational or health services.
- Digital services must implement default privacy settings, age verification and age-restriction tools, enable filtering and age ratings, regulate targeted advertising, and bar children from online gambling or betting activities.
- ISPs must activate network-level content filtering and require guardians to accept terms that integrate parental controls, while caregivers are obligated to monitor use and avoid creating accounts on non-compliant services.
