• Owen Flowers, 18, and Thalha Jubair, 19, appeared at Westminster Magistrates’ Court after September 16 arrests by the NCA and ty of LoLondon Police.
• Both are charged under the Computer Misuse Act with conspiracy to commit unauthorised acts that created a risk of serious damage to human welfare or national security.
• Flowers faces additional counts tied to alleged intrusions at US healthcare organisations SSM Health Care Corporation and Sutter Health.
• Jubair is additionally charged under RIPA Section 49 for failing to provide PINs or passwords for seized devices.
• Investigators attribute the TfL attack to the Scattered Spider collective; the 31 Aug/1 Sep 2024 intrusion disrupted services, exposed refund and bank data for about 5,000 customers, and drove costs into the tens of millions.
