Overview
- Grand juries in Los Angeles and Milwaukee charged 43-year-old Cui Guanghai and 63-year-old John Miller with interstate stalking, conspiracy, smuggling and Arms Export Control Act violations
- Prosecutors allege the defendants directed surveillance, installed a tracking device, slashed tires and destroyed statues to intimidate a U.S. critic of President Xi Jinping
- Beginning November 2023, Cui and Miller sought U.S. defense articles including missiles, air defense radar, drones and cryptographic equipment for unlawful export to China
- Unbeknownst to the pair, the FBI embedded undercover operatives and informants to monitor and disrupt each phase of their harassment and smuggling schemes
- If convicted, they face up to 20 years in prison and are currently held in Serbia awaiting extradition to stand trial in the United States
