Two Devon and Cornwall Officers Dismissed for Gross Misconduct over Detainee’s Death

An IOPC probe found officers ignored repeated distress signals from Stephen Reardon during transport prompting immediate dismissal alongside a force-wide custody transport review.

  • The disciplinary panel found PCs Grant Mackenzie and Dean Hunkin committed gross misconduct by failing to intervene for about 24 minutes after Stephen Reardon collapsed in their police van.
  • Van CCTV showed Reardon suffering seizures and trembling while officers called his name 63 times over a 17-mile journey without stopping to assess his condition.
  • Mackenzie was dismissed with immediate effect and Hunkin, who had already resigned, would have been sacked if still serving.
  • Both officers will be placed on the College of Policing Barred List, preventing them from ever returning to policing roles.
  • Devon & Cornwall Police has accepted IOPC recommendations to overhaul detainee transport supervision and training and an inquest into Reardon’s death is pending.
