Two Bristol Men Given Suspended Sentences for ‘Ghost’ MOT Fraud

DVSA says further action is being pursued under proceeds of crime powers.

Overview

  • Owain Shaw and Jamie Lee were sentenced at Bristol Crown Court on January 29 to two-year prison terms suspended for two years, with Shaw ordered to complete 300 hours of unpaid work and Lee 250 hours.
  • Investigators found the pair passed vehicles they never inspected by having Lee send registration numbers to Shaw, who issued MOT certificates without seeing the cars.
  • DVSA cancelled the fraudulent certificates and contacted affected vehicle owners after detecting certificates issued in unrealistically short times, including one logged in under a minute for a car not present.
  • Bank records showed Lee paid Shaw £11,428 disguised as parts purchases, with additional payments reported that bring total proceeds linked to the operation to about £13,913.
  • Officials said proceeds of crime inquiries are ongoing, as DVSA expands a trial requiring testers to upload vehicle photographs during checks to help stamp out ghost MOTs.
