Overview

• Vacaville police arrested 41-year-old John Lipsey on a murder charge and 33-year-old Erika Kelsh as an accessory, both from Woodland.
• Harris, 37 at the time, was last seen on April 30, 2020 in the parking lot of his Alamo Drive apartment complex in Vacaville.
• Dixon police took the initial missing-person report after Harris did not contact his mother for Mother's Day, and Vacaville police assumed the case in June 2021.
