Two 17-Year-Olds Charged as Adults in Killing of D.C. Congressional Intern as Third Suspect Is Sought

The arrests followed a joint FBIMPD investigation that relied on surveillance video.

Overview

  • Prosecutors identified the suspects as Kelvin Thomas Jr. and Jalen (Jailen) Lucas, both 17, charged with first-degree murder while armed and to be tried as adults.
  • A third juvenile suspect remains at large, and authorities say additional counts are expected after the case is presented to a grand jury.
  • Eric Tarpinian-Jachym, 21, an intern for Rep. Ron Estes, was described as an innocent bystander; a woman and a 16-year-old boy were also wounded and survived.
  • Investigators said roughly 79 rounds were fired using two rifles and a 9mm handgun near Mount Vernon Square, and Tarpinian-Jachym was struck four times.
  • Officials credited the FBI Washington Field Office and the Metropolitan Police Department for the arrests, and U.S. Attorney Jeanine Pirro used the case to press for broader authority to prosecute violent juveniles as adults.
