Tulum Tourism Slump Deepens as City Opens Beaches for Free Access With New Limits

The municipality is rolling out no-fee entry to beaches under rules designed to channel spending into local businesses.

Overview

  • Official data show hotel occupancy fell to 49.2% in September 2025 from 66.7% a year earlier, a 17.5‑point decline.
  • City leaders announced free entry to Tulum’s beaches but prohibited visitors from bringing food, drinks, coolers or umbrellas to encourage on-site consumption.
  • Weekly reports indicate occupancy slipped to 54.2% for Sept. 27–Oct. 3, down from 62.6% in late July, alongside fewer flight arrivals and route cuts by carriers such as Copa, Avianca and Alaska Airlines.
  • Tulum’s archaeological site recorded 790,447 visitors from January to August, down 2.6% year over year, as 2025 fee hikes at parks and reserves coincided with softer demand.
  • Mayor Diego Castañón characterized viral depictions of an alleged collapse as a financed smear campaign amplified by influencers.
