Tuapse Port Halts Fuel Exports After Drone Strikes as Rosneft Refinery Halts Processing

The export-oriented Rosneft refinery primarily serves buyers in China, Malaysia, Singapore and Turkey.

Overview

  • LSEG ship-tracking showed three tankers were at the terminal during the Nov. 2 attack and by Nov. 5 all vessels had been moved off the berths and were anchored nearby.
  • Krasnodar regional authorities confirmed damage to port infrastructure and a fuel-terminal building and reported a fire in the port following falling UAV debris.
  • Industry sources said the Tuapse refinery halted processing on Nov. 3 due to infrastructure damage.
  • The facility has capacity of about 240,000 barrels per day and produces high-sulfur diesel, mazut and vacuum gasoil for export markets.
  • Local officials reported no oil slick after inspections, though satellite imagery from Nov. 2 had indicated a slick off Tuapse and workers later cleaned sections of shoreline of mazut.
