TTC Board Backs 2026 Budget With Fare Freeze, Fare Capping and $1.4B Ask of City

The plan now goes to city council for approval.

Overview

  • The operating blueprint totals just over $3 billion, with $1.54 billion from revenue and about $1.48 billion requested from the City, a roughly 6.5–6.8% increase in municipal support.
  • Fare capping will replace monthly passes starting in September 2026, with rides free after 47 taps in a month and a planned cap of 40 rides in 2027.
  • Capital spending of $1.6 billion is planned for 2026 and more than $16 billion over the next decade, with about two-thirds dedicated to state-of-good-repair projects and initiatives to cut bus bunching and improve wayfinding.
  • To offset lower fare revenue and keep costs down for riders, the TTC will draw $35 million from its rainy day reserve.
  • Ridership remains at about 78% of pre-pandemic levels with recent on-time performance at 91% for subways, 74% for buses and 61% for streetcars, and the chair intends to tie 2027 City funding to measurable service targets.
