TSE Signs and Seals Software for 2026 Electronic Voting Machines

Digital signatures create immutable hashes that let auditors confirm the software on voting machines matches the versions approved by the tribunal.

Overview

  • The TSE completed the digital signing and physical sealing of the compiled election programs on Friday, Sept. 4, and stored the sealed media in its sala‑cofre as the reference versions for deployment.
  • The signing process produces cryptographic hashes that act as electronic fingerprints so any later change to files will alter the hash and be detectable by audit tools.
  • Representatives from oversight bodies including the Federal Police, OAB, the Public Ministry, Confea, CNMP and DPU attended the ceremony and received signed copies of third‑party verification tools compiled into the sealed package.
  • With lacração finished, the tribunal will next generate voting media with candidate data, distribute copies to the regional electoral courts (TREs), and run final on‑the‑eve integrity and totalization checks before Oct. 4.
  • The TSE also began public outreach to show the updated urnas, which have a redesigned interface, larger text, a progress bar and new accessibility features such as tactile keys, audio, voice synthesis and a Libras interpreter, and the tribunal frames this step as one of about 40 audit and test opportunities used over 30 years of Brazil's electronic voting system.
