TSE Allocates R$4.9 Billion Electoral Fund to 30 Parties

Parties must file quota‑compliant internal allocation plans for TSE homologation before any money is released.

Overview

  • The Tribunal Superior Eleitoral, which announced the distribution on Wednesday, assigned R$4.9 billion from the Fundo Especial de Financiamento de Campanha to 30 registered parties for the 2026 election cycle.
  • The Partido Liberal receives the largest single share at about R$881.6–881.7 million while the PT gets roughly R$615.3–615.4 million and União Brasil about R$526.2 million, with the three parties together taking roughly 40% of the total.
  • The allocation follows the election law formula that divides the fund as 2% equally among parties, 35% by votes for the Chamber, 48% by number of deputies and 15% by Senate representation, a mix that structurally favors parties with larger congressional delegations.
  • Before funds can be used, each party’s national executive must set internal distribution rules that respect gender and racial quotas and have those rules homologated by the TSE, and any unused or renounced amounts will return to the Treasury.
  • The large concentration of public campaign money in a handful of parties increases the campaign capacity of major blocs while leaving smaller parties with minimal minimum quotas of about R$3.3 million and raising questions about competitive balance and party survival.
