Overview

  • Trump told reporters he is “looking at it very strongly” and that enacting or terminating the sanctions would be entirely at his option.
  • Introduced by Senator Lindsey Graham in April, the legislation has secured 84 bipartisan co-sponsors in the U.S. Senate.
  • The act would impose 500% U.S. tariffs on exports from countries importing Russian oil, natural gas, uranium or petroleum products to pressure Moscow into Ukraine peace talks.
  • It also expands sanctions against Russian businesses, state institutions and senior officials while allowing a one-time, 180-day presidential waiver with debate over a possible second waiver.
  • India, the second-largest buyer of Russian fossil fuels in May, has relayed energy-security concerns to lawmakers as it monitors the bill’s progress.
