Trump Orders Global End to Duty-Free Treatment for Low-Value Shipments

New rules impose ad valorem or temporary specific duties on shipments under $800 with a six-month transition to standard IEEPA tariffs.

Overview

  • President Donald Trump signed an executive order on July 30 suspending the de minimis exemption for packages valued at $800 or less sent by private carriers effective August 29.
  • Imported parcels under the new rule will incur either an ad valorem duty based on IEEPA tariff rates or, for six months, a specific duty of $80 to $200 per item before reverting to ad valorem assessments.
  • Exemptions remain in place for U.S. travelers returning with up to $200 in personal items and for bona fide gifts valued at $100 or less to enter duty-free.
  • In a separate order declaring a national emergency under IEEPA, Brazilian exports to the U.S. will incur a 50 percent tariff starting August 6 in response to the prosecution of former President Jair Bolsonaro and his supporters.
  • The recently enacted tax and spending law will permanently repeal the de minimis exemption worldwide starting July 1, 2027.
