Trump Administration Withdraws U.S. from Ukraine War Crimes Investigation Group

The decision ends U.S. participation in The Hague-based effort to hold Russia accountable for the 2022 Ukraine invasion.

  • The U.S. Justice Department has informed European officials of its withdrawal from the International Center for the Prosecution of the Crime of Aggression against Ukraine (ICPA).
  • The ICPA was established to investigate and hold Russian leaders, including Vladimir Putin, and their allies accountable for crimes of aggression under international law.
  • This move reverses the Biden administration's 2023 decision to join the group, which made the U.S. the only non-European nation to participate.
  • The Trump administration is also scaling back the War Crimes Accountability Team (WarCAT), which previously supported Ukraine's investigations into over 150,000 alleged war crimes by Russian forces.
  • The withdrawal comes as President Trump has publicly criticized Ukraine's leadership and called for a ceasefire, while tensions between the U.S. and Ukraine's President Zelenskyy have grown.
