Trump Administration Proposes Fixed Visa Terms for Students, Exchange Visitors and Journalists

The move starts a 30-day public comment period.

Overview

  • DHS filed the proposed rule in the Federal Register to replace open-ended “duration of status” with fixed admission periods for F, J and I visa holders.
  • Student and exchange visas would be capped at four years, while media visas would be limited to 240 days, or 90 days for some Chinese and Hong Kong passport holders.
  • The proposal says affected visa holders could apply for extensions or seek a change of status after their fixed term ends.
  • Officials say fixed terms are needed to better monitor and oversee visa holders, reviving a 2020 plan that the Biden administration withdrew in 2021.
  • The change could touch large cohorts, including about 1.6 million F-visa students in 2024, roughly 355,000 exchange visitors and around 13,000 foreign media workers, according to U.S. data.
