Trujillo Electoral Panel Rules César Acuña Violated Neutrality, Refers Case to Authorities

The resolution refers the case to oversight bodies, heightening pressure on his pending decision to resign for a 2026 bid.

Overview

  • Citing an Oct. 2 video posted to his Facebook and TikTok accounts, the JEE de Trujillo found the La Libertad governor used an official act to promote APP, declaring it the “best option” for congressional seats.
  • Resolution N.° 00278-2025-JEE-TRUJ/JNE, dated Oct. 9, orders referrals to the Ministerio Público, the Contraloría and the La Libertad Regional Council, and formally exhorts strict neutrality.
  • The video referenced by the JEE was later removed from Acuña’s social media, according to coverage that accessed the case file.
  • Reporting notes five firm neutrality infractions and 14 open investigative files tied to Acuña’s conduct, while he argued to the JEE that his remarks were spontaneous and not proselitist.
  • In a separate ruling (N.° 00291-2025-JEE-TRUJ/JNE), the panel also found the Yonán mayor and a Víctor Larco regidora breached neutrality during a Somos Perú event, with copies sent to prosecutors and auditors.
