Trujillo Electoral Board Flags New Neutrality Violation by César Acuña at Official Event

The Oct. 9 ruling cites a video urging votes for APP, triggering referrals to the Public Ministry, the Comptroller and the La Libertad Regional Council.

  • Citing Resolution No. 00278-2025-JEE-TRUJ/JNE, officials found that Acuña used an official Víctor Larco ceremony to tell reporters that APP was the best option for deputies and senators.
  • The ruling is based on a video posted on Oct. 2 to Acuña’s official Facebook and TikTok accounts, later deleted, in which he explicitly urged voters to choose APP.
  • JEE Trujillo said the conduct violated numerals 32.1.2 and 32.1.5 of article 32 of the Regulation and the LOE’s article 346(b), and it formally exhorted the governor to maintain neutrality.
  • The case was ordered sent to the Public Ministry, the Comptroller General and the La Libertad Regional Council for action within their mandates once the decision is final.
  • Acuña has five firm neutrality infractions and 14 pending investigative files in other JEE offices, and in his defense he acknowledged the statements but argued they were spontaneous and not proselitist; he has hinted he may decide by Monday whether to resign to run in 2026.
