Overview
- The Treasury issued the measures on Thursday, Oct. 1, 2026, adding Iran’s automotive and rail industries to OFAC sectoral determinations under Executive Order 13902 and using EO 13871 for metals-related targets.
- Major Iranian companies were designated, including Iran Khodro Company (IKCO) and SAIPA, plus state and private rail firms such as the Islamic Republic of Iran Railway Company and Raja Passenger Trains Company.
- The action names foreign suppliers and intermediaries in countries including the UAE, Türkiye, Indonesia, Hong Kong and Germany for moving parts, metals and equipment that support Iran’s industrial base.
- Separately, Treasury and FinCEN designated the A7 network and related sub‑agents, which FinCEN says processed more than $17 billion and helped route funds from oil sales and other transactions to evade sanctions.
- Designations block U.S.-jurisdiction property, bar U.S. persons from dealings, warn of secondary sanctions for enablers, and will depend on allied enforcement while raising risks to Iranian civilians, supply chains and infrastructure safety.
