Transgender Enrolment in Indian Education Surges, Led by Uttar Pradesh and Bihar

Government figures tabled in the Rajya Sabha reveal steep enrolment increases in schools and colleges, prompting calls for targeted policy measures to close regional gaps.

The Ministry of Education has confirmed a significant rise in transgender enrolments. While Uttar Pradesh and Bihar have led in school-level figures, UP also topped higher education. Experts say more inclusion efforts are needed to sustain and support these gains.

Overview

  • The number of transgender students in schools rose from 155 in 2021–22 to 965 in 2023–24, while higher education enrolment climbed from 302 in 2020–21 to 1,448 by 2022–23.
  • Uttar Pradesh and Bihar recorded the highest school-level figures with 327 and 282 transgender students respectively in 2023–24, and Uttar Pradesh led universities and colleges with 369 enrolments.
  • Rajasthan’s school enrolment fell from 107 in 2021–22 to 77 in 2023–24, and West Bengal saw a drop from 211 to 62 over the same period.
  • Regions including Nagaland, Ladakh and Lakshadweep continued to report negligible or zero transgender enrolment across both schools and higher education.
  • Stakeholders are urging sustained policy interventions, inclusive institutional initiatives and awareness programmes to address retention challenges and ensure equity for transgender learners.
