Overview
- France’s energy ministry confirmed the TotalEnergies–RWE team as winner of the Centre Manche 2 tender for a 1.5 GW wind farm more than 40 km off Normandy, the country’s largest renewable project to date.
- RWE has asked to withdraw as part of a strategic review, a move that requires French authority approval, and TotalEnergies will operate the project, assume all commitments, and propose a new partner.
- The project carries an estimated €4.5 billion investment, is expected to produce about 6 TWh annually, and will sell power at €66/MWh set by the tender.
- TotalEnergies plans to complete studies toward a final investment decision by early 2029, with electricity generation expected in 2033 in line with RTE’s grid-connection schedule.
- Developers pledge up to 2,500 construction jobs, primarily European sourcing, local crowdfunding participation, a €10 million territorial fund, €45 million for environmental measures, €15 million for biodiversity, and high recycling targets for major components.
