Chiles played nine games for Oregon State as a backup, throwing for 309 yards and four touchdowns, and running for three scores.
Chiles' move comes after Michigan State lost their primary starting quarterback, Katin Houser, and backup quarterbacks Noah Kim and Sam Leavitt to the transfer portal.
The Spartans are coming off a 4-8 season, their lowest win total in a full season since 2016.
Chiles, who is immediately eligible, will enroll in January, giving an immediate offensive identity to Smith's tenure at Michigan State.
