David Grusch, a former U.S. Air Force officer who testified in 2023 about alleged government UFO cover-ups, is consulting on the film.
Zach Baylin, known for writing 'King Richard' and 'Creed III,' has penned the screenplay.
A bidding war is underway among major studios, including Amazon, Apple, Paramount, and Warner Bros., to secure the rights to the film.
The project reunites Kosinski and Bruckheimer, who previously collaborated on the blockbuster 'Top Gun: Maverick,' which grossed over $1.4 billion globally.
