Overview
- In Mexico City and its conurbated Valley of Mexico area, the regular program restricts blue-sticker vehicles with plate endings 9 and 0 carrying hologram 1 or 2 from 5:00 to 22:00.
- The State of Mexico activated an environmental contingency Phase I for the Toluca and Santiago Tianguistenco zones and imposed an expanded ban covering all hologram 2 vehicles.
- Additional Toluca-area limits include hologram 1 units with last digits 1, 3, 4, 5, 7 and 9, plus hologram 0 and 00 with blue sticker and plates ending in 9 and 0.
- Operational curbs there also restrict all cargo trucks from 6:00 to 10:00 and cut by half LP-gas deliveries without dry-disconnect valves when plates end in odd numbers, with taxis allowed 5:00–10:00 to support mobility.
- Authorities list exemptions for emergency services, public transport and qualifying electric or hybrid vehicles, provide an online checker for drivers, and note that Toluca-area fines are in a socialization period through December with enforcement scheduled to start January 1, 2026; published penalty ranges vary and towing can occur.
