- Tokyo’s No. 1 Prosecution Review Commission ruled on Sept. 25 that non-prosecution of Upper House member Hiroyuki Kada was inappropriate, citing unreported 6.48 million yen from Seiwa faction backflow in 2020–2022.
- Following the ruling, the Tokyo District Public Prosecutors Office Special Investigation Department said it will re-investigate and reassess criminal disposition in Kada’s case.
- The panel criticized prosecutors for not conducting an active inquiry and said Kada’s supervisory duty over fund reports requires examination for potential gross negligence.
- The commission also found improper the earlier decisions not to indict a clerical staffer deemed lack of evidence and accounting officers who had received suspended prosecution.
- In a separate decision dated Sept. 26, Tokyo’s No. 5 panel judged non-prosecution of Lower House member Kazuo Yan appropriate, leaving his case unchanged after reports of 17.46 million yen unreported over five years.
