• Defense of Freedom Institute filed a civil-rights complaint on behalf of a 14-year-old who says a male student was inside the girls’ locker room on Sept. 2 and watched students preparing for PE.
• The complaint alleges the student reentered the girls’ locker room on Sept. 10 and 11, and that staff told the complainant there was nothing they could do and suggested she use a unisex bathroom.
• According to the filing, West Springfield High later shortened freshman girls’ changing time on Sept. 22 to let the other student use the locker room afterward, and administrators said the student has a right to be there.
• DFI asked the U.S. Department of Education’s Office for Civil Rights to investigate Fairfax County Public Schools and consider Title IX sanctions, including potential withdrawal of federal funding.
• FCPS said staff are aware and working with the families but could not comment further due to confidentiality, as federal officials prepare funding restrictions tied to transgender facility policies across several Northern Virginia districts.
