Three Uncounted Actas Keep Lima’s Municipal Tally Below 100%

Electoral tribunals are reviewing arithmetic errors with ordered recounts, preventing ONPE from including the results until the JEE returns finalized actas.

Overview

  • ONPE shows three actas still listed as pending on its results platform as of Nov 3–4, 2026: Comas 040987, Villa María del Triunfo 052217, and Santa Anita 061789.
  • All three actas were flagged for arithmetic errors where the sum of votes on the sheet did not match the number of voters, triggering JEE observations and appeals to the JNE.
  • The JNE has ordered recounts in the Comas and Santa Anita cases and held a hearing for Villa María del Triunfo on Nov 2, 2026, but the JNE decision for Villa María del Triunfo had not been published at close of reporting.
  • JEE Lima Norte 2 has requested the sealed voting envelope for the Comas recount and begun steps to recount; JEE Lima Este 1 has not completed scheduling for the Santa Anita recount and one report cited Nov 9 as a possible date.
  • Under new procedures a cotejo is attempted first and a recuento follows if discrepancies persist, a process that protects voter choices but can delay the final proclamation and the mayoral credential in a close race between Renovación Popular and Avanza País.
