Three Provinces Agree to End EBS Bus Contract Early

To preserve bus service until a new tender, the provinces will extend financial support and require a parent guarantee to keep most losses with the operator.

Overview

  • Flevoland, Overijssel and Gelderland agreed on 8 October 2026 to terminate EBS’s 12-year IJssel‑Vech t concession on 7 July 2029 so the operator will stop six years earlier than planned.
  • A Deloitte review commissioned this year confirmed EBS has sustained, structural losses on the contract that the company said it cannot cover under the 2022 terms.
  • Provincial leaders say they will jointly provide undisclosed financial contributions through July 2029 to keep buses running while requiring a guarantee from EBS’s Israeli parent Egged so most losses remain with the operator.
  • Authorities cite staff shortages, late delivery of electric buses and grid congestion in Flevoland that forces longer empty charging trips as the concrete causes of extra costs and unremunerated kilometres.
  • After 2029 the provinces will take on or compensate for vehicles and chargers as needed and are preparing a new procurement process, with Gelderland considering a separate concession for Apeldoorn–Noord‑Veluwe.
