Three Preschool Managers Convicted in Cover-Up of Toddler Abuse at Singapore Centre

Police forensics recovered the reformatted CCTV footage, enabling prosecutions despite attempts to erase it.

Overview

  • Singapore’s court convicted the executive director, principal and vice-principal for failing to report abuse and conspiring to obstruct justice, with identities withheld under a gag order.
  • The managers decided not to alert police after viewing footage in November 2023, sought the cook’s resignation and arranged to reformat CCTV storage to remove incriminating recordings.
  • The chairwoman later filed a police report on December 2, 2023, and officers found all three CCTV hard disks had been reformatted, but the forensic team retrieved the videos.
  • Cook Teo Guan Huat, 61, earlier pleaded guilty to molesting three toddlers during naptime and was sentenced on November 10, 2025, to more than nine years in prison.
  • Sentencing for the three managers is set for January 19, 2026, after ECDA previously fined the preschool S$26,200, restricted new enrolments and shortened its licence; prosecutors have sought jail terms for the executive director and vice-principal and a fine for the principal.
