Three more detained under PSA in J&K’s Kathua and Kishtwar

Officials say the measure focuses on habitual cattle smugglers feeding militant networks.

Overview

  • On May 28, Kathua police invoked the Public Safety Act to arrest Abdul Gani from the Maggar Khad area in Lakhanpur, pointing to ten PCA Act FIRs against him since 2008.
  • Kishtwar District Magistrate Rajesh Kumar Shravan issued PSA warrants for Rustam Ali Bhagwan for allegedly providing logistical support to militants and for Arshad Hussain on multiple burglary and theft charges.
  • These latest detentions bring to eight the total number of PSA orders issued by the Kishtwar district magistrate since assuming office.
  • The PSA permits preventive detention without charge or trial for up to two years, a measure officials defend as critical to stopping anti-national activities.
  • Civil rights groups warn that extended PSA detentions risk undermining due process, even as authorities insist the tool is essential for regional security.
