Overview
- ONPE shows three actas from Comas, Villa María del Triunfo and Santa Anita as pending because the sums on those polling-station records do not match the number of voters.
- The JNE ordered a recount for the Comas acta by Resolución N.° 4372-2026 after Renovación Popular appealed and ordered a recount for the Santa Anita acta by Resolución N.° 4435-2026 following Avanza País’ appeal.
- The JNE held an audiencia on November 2 for the Villa María del Triunfo appeal, which was limited to the district result, and has not yet published its ruling.
- JEE Lima Norte 2 has moved to carry out the Comas recount and requested the sealed envelope of ballots from the ODPE while JEE Lima Este 1 has not yet scheduled Santa Anita’s recount, and ONPE will contabilize the actas only after JEE returns finalized records.
- The recount procedure is a new guarantees-oriented step intended to preserve votes but it adds time; the outstanding actas matter politically because preliminary ONPE totals show Renovación Popular and Avanza País separated by a narrow margin and local officials have publicly criticized the delay.
