• Santa Rosa police arrested Hae Suk Howard, Allan Nutall, and Liqun Yao on state counts including pandering, wage theft, conspiracy, and keeping a house of ill fame.
• Raids targeted Palm Tree Spa and Daily Care Spa plus Sunset Spa, Redwood Wellness, and Santa Rosa Health Center, where officers seized documents, cash, devices, lingerie, condoms, and lubricants.
• Three women left Palm Tree Spa with help during the operation and two others at additional sites sought assistance and were referred to services.
• Investigators say Nutall is the licensee for the businesses in the case and is tied to more than 20 other massage businesses in the Bay Area.
