• Rob Swaine, 68, says he feels targeted after a homemade, official-looking yellow slip was placed on his windscreen outside his Hornby Road home opposite HMP Liverpool.
• The handwritten note read, “No parking here s***head. Be told,” and was left anonymously.
• He previously received a June penalty for staying four hours in a two-hour bay and alleges selective enforcement and confusing signage.
• Liverpool City Council says Hornby Road has a two-hour limit and nearby Hornby Close operates residents-only bays from 8am to 6pm.
