Thitikul, Ruoning Yin of China, and Haeran Ryu of South Korea are all tied at 16-under going into the final round.
Last year's runner-up, Thitikul, seeks redemption after losing in a nine-hole playoff in 2023.
Yin delivered a bogey-free round with six birdies, while Ryu also maintained a clean scorecard with five birdies.
Defending champion Celine Boutier is four strokes behind the leaders, tied for fifth place with Marina Alex.
