TfL Names FirstGroup as Preferred Operator for London Overground Under £3bn, Eight-Year Deal

TfL opts to keep the Overground under a private concession after a review found it the most cost-effective approach.

Overview

  • First Rail London is designated preferred operator during a standstill period to December 18, with the handover from Arriva scheduled for May 3, 2026.
  • The concession runs for eight years with an option to extend by two, following a competitive process that drew four bids.
  • Service changes include a peak-hour shuttle between Clapham Junction and Shepherd's Bush and extra Mildmay line peak trains from May 2026.
  • Windrush line frequencies are due to rise to 18 trains per hour through the core from December 2026, alongside upgrades to information, help points and CCTV.
  • First will manage retail units at Overground stations and retain that income, while the RMT condemns the move as re-privatisation.
