TfL Launches ‘Headphones On’ Posters, With Network-Wide Rollout Planned for October

The transport authority is prioritizing courtesy over new penalties, citing research that most passengers are bothered by loud audio.

Overview

  • Posters are now displayed on the Elizabeth line, with TfL saying the campaign will extend to buses, the Underground, Overground, DLR and trams from October.
  • A TfL survey of 1,000 customers found 70% consider loud music and speakerphone calls a nuisance on the network.
  • TfL links the push to expanding 4G and 5G coverage that makes streaming and phone calls easier across the system.
  • Byelaws prohibit playing sound to the annoyance of others, and TfL says officers follow a “4Es” approach that emphasizes engagement before enforcement, with no prosecutions recorded since 2019 in FOI data.
  • Political pressure continues for tougher measures, with Liberal Democrats previously proposing fines up to £1,000 and Conservatives now seeking powers for on-the-spot penalties, though TfL is not adding enforcement staff for this campaign.
