TfL Targets Persistent Ulez Evaders as Unpaid Fines Top £789m

The agency is shifting to data-driven civil enforcement that can lead to vehicle seizure or bankruptcy.

Overview

  • TfL says about £789m in unpaid Ulez penalty charge notices remains outstanding, with 94% owed by drivers holding four or more notices.
  • Between January and June 2025, enforcement recovered roughly £16.5m, more than 530 vehicles were seized, and about 350 were auctioned for around £285,000.
  • Cases are being escalated through county courts with options including wage deductions, property liens and, in extreme instances, bankruptcy proceedings.
  • More than 97% of vehicles seen driving in London now meet Ulez standards, leaving a small non-compliant minority responsible for most penalties.
  • TfL is using an intelligence-led approach with DfT and DVLA data-sharing, while noting issues such as camera or number-plate tampering and some rescinded fines.
