Text Messages Show Liberal Operatives Expected $400,000 in ICAC Hearing

Evidence at the hearing could determine whether payments to lobby firm Beckington amounted to unlawful success fees.

Overview

  • ICAC heard contemporaneous texts in which Jeremy Greenwood and Christian Ellis discussed expecting $400,000 from developer Jean Nassif’s company Toplace and Greenwood complained a Porsche delivery made the delay worrying.
  • The payments are alleged to form part of a deal for Beckington to fast‑track Nassif’s development approvals with promises of about $1 million per fast‑tracked project and up to $5 million in total.
  • Greenwood told the commission a folded pink scrap of paper was the only written record of Nassif’s promise but counsel assisting, Dr Peggy Dwyer, said no one mentioned that paper in earlier private examinations.
  • Earlier testimony disclosed to ICAC says Greenwood told a secret May 2023 hearing that Toplace lawyer Sharangan Maheswaran acted as his personal solicitor and was paid about $30,000 on one occasion.
  • The inquiry is ongoing and now centres on verifying documentary traces, testing witness credibility and clarifying whether Toplace sought legal advice to block payments that might be unlawful success fees.
