Texas Special Session Advances Social Agenda, Neglects Flood Relief

Lawmakers filed bills on hemp restrictions, abortion limits, transgender bathroom rules, excluding any proposals for flood relief after the July 4 disaster

Overview

  • On the first filing day of the special 30-day session, lawmakers introduced 82 measures but none addressed flood response or recovery for the July 4 flash floods that killed over 130 people
  • House Bill 32, the Texas Women’s Privacy Act, would require transgender individuals in public schools, government buildings and correctional facilities to use bathrooms matching their sex assigned at birth
  • Public entities found in violation of the bathroom measure could face financial penalties and civil lawsuits under the proposed law
  • Governor Greg Abbott’s 18-point agenda also includes restrictions on hemp-derived products for under-21s and measures to further protect unborn children and their mothers from abortion
  • Flood-related proposals such as improving early warning systems and strengthening emergency communications remain on the agenda but lack filed legislation to advance them
