Texas School Districts Finalize Cellphone Ban Enforcement Plans

Tiered confiscation schedules under the state’s new device ban arrive alongside broad curriculum mandates set to take effect next month

  • House Bill 1481 requires all Texas school districts to ban personal electronic devices during the school day starting this fall.
  • Houston ISD will confiscate devices on first offense and return them to parents after school, hold them until the next day for a second offense and for two days for a third offense.
  • Fort Bend ISD’s draft policy returns confiscated devices at the end of the day for first two offenses and requires parent retrieval plus a fee for third or subsequent offenses.
  • The Texas Education Agency allows exceptions for documented medical needs, emergency protocols and the use of district-issued educational devices.
  • Senate Bills 10, 11 and 12 will require Ten Commandments displays, permit voluntary daily prayer periods and restrict Diversity, Equity and Inclusion instruction beginning September 1.
