Texas Driver’s Licenses for Immigrants: What Applicants Need to Qualify

DHS must confirm lawful presence for DPS to issue a license.

Overview

  • Eligible applicants include lawful permanent residents, refugees and asylees, while students, TPS beneficiaries and certain work‑visa holders receive licenses labeled Limited Term that expire with their authorized stay.
  • DPS checks immigration status with DHS, and no license or ID is issued until DHS verifies the period of lawful presence, which can trigger additional review and delays.
  • Applicants must show Texas residency, acceptable identity documents, a Social Security number when applicable, current vehicle registration and insurance or a no‑vehicle attestation, and an Impact Texas Driver certificate if taking the road test.
  • New applicants complete the process in person with signature, fingerprints and photo, pay the fee, pass vision, knowledge and driving tests, receive a temporary permit on site and get the card by mail in about two to three weeks.
  • Reporting cites a minimum application age of 16 with required documentation, and typical fees include $33 for new Class A, B or C licenses for ages 18–84 and $33 for Limited Term licenses.
