Tesla Plans Major Grünheide Buildout with 2027 Start Target

The project would expand Europe’s only Tesla factory and put local water and power systems under new strain.

Overview

  • Reported Thursday, multiple outlets say Tesla will file new permit applications in December and aims to begin construction in 2027 on a second production hall of about 536,000 m².
  • If fully built over roughly a decade, the staged expansion would raise vehicle capacity toward as many as one million EVs per year and scale battery-cell output to around 100 GWh annually.
  • Tesla is planning on-site infrastructure including its own substation and a new wastewater-treatment loop that the company says would limit additional sanitary discharges but would increase overall water use on site.
  • The plan relies on Germany’s phased permitting process with the Landesumweltamt and regional utilities, and it faces active opposition from residents and environmental groups because parts of the site sit inside a designated water protection area.
  • Grünheide opened in March 2022 and received a key permissibility decision on 15 October 2024, but the expansion’s timing and final scope still depend on permits, finished infrastructure, and market conditions over the coming years.
