TEQSA Places Conditions on ANU Over Governance Failures

The regulator has forced an expert‑led council program and integrity reforms that could limit the university’s autonomy and test its ability to fix systemic problems.

Overview

  • TEQSA formalised four conditions on ANU’s registration on Monday that follow a 14‑month compliance review which found failures in governance oversight, governance functions and sustainable operation.
  • The university must appoint a TEQSA‑approved independent expert within 30 days to run a Governance and Council Strengthening Program that delivers financial sustainability, an academic plan, risk management reviews and a clear direction‑setting framework.
  • TEQSA also requires immediate integrity measures covering conflicts of interest, 'speak up' protections, training for council members on their legal duties under the Public Governance, Performance and Accountability Act, and better information flows to the council.
  • Some conditions will lapse after three years unless TEQSA extends them and the regulator will monitor compliance, a step that reduces ANU’s operating autonomy while it makes reforms.
  • The intervention follows a June 30, 2025 review start and Christine Nixon’s report and leadership departures that damaged trust, and it has drawn praise from staff unions and criticism from some former council members while prompting talk of legislative change.
