Telangana High Court to Rule Friday on Plea Against DGP Shivadhar Reddy’s Appointment

The case turns on compliance with Supreme Court-mandated procedures for selecting the state police chief.

Overview

  • Justice Pulla Karthik reserved orders after hearing a writ by T. Dhangopal Rao seeking suspension of the appointment and a direction to appoint a regular DGP under Supreme Court guidelines.
  • The State, represented by Advocate-General A. Sudarshan Reddy, said it sent a panel of eligible officers to the UPSC in line with court directions, which the Commission returned citing delay.
  • UPSC counsel Ajay Kumar Kulkarni said Telangana forwarded recommendations after a seven-year gap, the Commission sought the Attorney General’s opinion, and the proposal was returned on January 1 with advice to approach the Supreme Court.
  • Additional Solicitor-General B. Narasimha Sharma told the court the Union home ministry has no direct role and argued that state–UPSC correspondence since April 2025 falls outside the petition’s scope.
  • Reddy has been serving with full additional charge as head of police following the previous DGP’s superannuation, and the State cited Andhra Pradesh’s delayed proposals being processed to argue against selective application of delay objections.
