Overview

• The Expert Working Group, chaired by Justice Sudarshan Reddy, finalized the methodology for the Composite Backwardness Index (CBI) during its fourth meeting in New Delhi on May 22, 2025.

• Based on the 2024 SEEEPC survey, which covered 3.55 crore individuals, the CBI builds on the Mandal Commission’s approach but employs a more granular and data-driven framework.
• The group recommended an AI-powered natural language interface for researchers to access aggregated SEEEPC data while ensuring individual privacy.
• The final report, detailing sub-caste rankings and findings, is expected to be submitted to the Telangana government within a month.
