Overview
- The Core Urban Region (Integrated Governance) Act, 2026 was notified and came into force on October 2, establishing the new legal framework for Hyderabad’s 2,053 sq km core inside the ORR.
- The region is reorganised into three municipal corporations — GHMC, Cyberabad Municipal Corporation and Malkajgiri Municipal Corporation — and an Apex Governance Council chaired by the chief minister to coordinate agencies and services.
- Property tax assessment will move from annual rental value to Registration Department guideline (card) values and default rates in the Act are 0.15% for residential, 0.75% for non‑residential and 0.50% for vacant land.
- The fiscal shift is phased: the existing tax will be treated as the base, annual increases are capped at 10% where guideline‑based tax is higher, tiny owner‑occupied homes under 375 sq ft pay ₹101 a year with a 5% early‑payment rebate, and the guideline‑value based tax takes effect from April 1, 2027 after the Registration Department updates values and corporations notify rates; meanwhile online self‑assessment and the My CURE App are being rolled out for registrations and inspections.
- The Act strengthens enforcement with penalties of 25%–300% of property tax for unauthorised construction and clarifies that paying a penalty does not legalise violations, which means implementation accuracy of guideline values and timely rate notifications will shape who pays more and how municipal revenue changes.
