Telangana Admits Private Plots Were Wrongly Placed on Section 22A Prohibited List

The government has apologised, launched a high-level committee plus a toll-free helpline to correct records and restore owners' rights.

Overview

  • The state acknowledged administrative errors that put many privately owned parcels on the Section 22A list, a status that bars sale, gift or mortgage of affected properties.
  • Officials say outdated local records and failures to publish High Court corrections caused wrongful listings, with mismatches between Town Survey Land Register entries and GHMC records and some whole parcels marked for Bhoodan, endowment or forest claims.
  • A high-level committee has been set up to review applications, will meet regularly, and the revenue department has logged 757 regularisation requests so far, with 511 from Medchal‑Malkajgiri, 146 from Rangareddy, 49 from Hyderabad and 38 from Sangareddy.
  • A toll-free helpline (reported as 18005-994788 / 1800-599-4788) is accepting complaints with a promised three-day response, and officials have been ordered to use geo‑tagging, plot subdivision, grant freehold where appropriate and refund fees when registrations cannot proceed.
  • The moves aim to unblock transactions for owners and could speed title clarity in concentrated districts, while the government’s review of Bhoodan and urban ceiling lists may change which lands stay restricted and how fast the backlog clears.
