Teen Detained After Scaling Parliament Wall, Reaching Near Garuda Gate

A joint probe is examining how the unarmed 19-year-old from Uttar Pradesh reached close to the new Parliament building’s entrance before being stopped.

As per Delhi police officials, this security breach at the Parliament took place at 6 AM today.
In a security breach, a man scaled a wall of Parliament on Friday morning but was caught by security personnel and handed over to police.

  • Officials identified the detainee as Ram Kumar Bind, 19–20, from Bhadohi, who had recently worked at a factory in Surat.
  • The incident occurred around 5:50–6:30 am on August 22 as he climbed a tree near Iron Gate 3 from the Rail Bhavan side and moved through the complex before CISF and Delhi Police intercepted him near Garuda Gate.
  • Police registered an FIR and multiple agencies, including CISF, Delhi Police and intelligence units, are jointly interrogating him and reviewing CCTV and procedures.
  • Authorities said he appeared mentally incoherent; a police officer later said a medical exam indicated amnesia, and no bag or weapon was found on him.
  • Security has been tightened around the complex, with CISF adopting proactive checks that led to a separate apprehension of a suspicious man near Parliament on August 23 with nothing incriminating recovered.
