Overview
- The audits ordered by interventor Alejandro Vilches found repeated overpricing—examples show prices far above other public buyers, in some cases reaching nearly 2,000%—and those reports were sent to federal prosecutors and added to the criminal file.
- Prosecutor Franco Picardi and judges in the Federal Appeals Chamber’s Sala II have processed former ANDIS director Diego Spagnuolo and other suspects on allegations that include bribery, a restricted bidding system and an illicit association.
- The technical reviews dated October 15, 2025 and April 10, 2026 document specific anomalies such as a Farma Salud invoice of $425 million for a bicaval transcatheter valve that PAMI paid about $124.2 million for, and an Indecomm invoice allegedly paid twice for $28.7 million.
- Auditors also found delivery irregularities where paperwork recorded prostheses or mobility aids as delivered though beneficiaries did not receive them, registry errors with deceased or incarcerated names on benefit rolls, and an internal estimate of a large presumed diversion in the disability area.
- Administratively, Vilches resigned and was replaced by Pablo Di Liscia, who the government says will strengthen procurement controls and restore oversight as the judicial inquiry continues and investigators examine a supplier network that billed the State tens of billions.
