Taxpayer Watchdog Says Eastern Germany’s Wiretap Center Slips to 2027 Over Software Failures

Germany's taxpayers' association faults the Leipzig-based center for years of software delays that have pushed regular operations to at least 2027.

Overview

  • The taxpayers’ association highlights the GKDZ in its 2025 Schwarzbuch, pointing to unfinished surveillance software that has stalled commissioning.
  • Regular operations are now forecast no earlier than 2027 after the project missed its 2024 start, a delay the Saxony interior ministry has acknowledged.
  • Despite the standstill, 23 of the planned 40 posts are already filled, with about €1.8 million in personnel costs in 2024 and more than €6 million since 2018.
  • The contracted provider is paying damages and compensation in the millions, which the watchdog calls scant relief as promised savings remain unrealized.
  • Set up by a 2017 state treaty, the center is meant to support police in Berlin, Brandenburg, Saxony, Saxony-Anhalt and Thuringia with lawful telecom surveillance, including phones and messenger services such as WhatsApp.
